Answers:The general rule is an inch of fish per gallon of water.. but with neons鈥?they're not really going to grow, and they like to hang together anyway. I wouldn't add anything else.. but you're not doing them any harm by keeping them in 2 gallons.
Yeah. I think I had a 10 gallon tank when I had five fish.

is the plant real? if so yes its overcrowed the real plant will deprive oxygen from the fish. if not then you should be ok . i have that much in a one gallon
plants CREATE oxygen.

eh, get a bigger tank one they start growin'. they should each hav a gallon, so 5 gal wud be good.
If you do not add any more fish, and you take out the statue, and you have an appropriate filter, it could be fine. I would step it up to a 5 gallon just to be fair, but neons are small and also school so they will want to be near each other anyway. Take good care of it and add NO MORE fish and you should have a cute little population tank for your neons.
