First of all, make sure you have at least 2 females per male beta. That way the male won't harass your female to death. Or, at least, it isn't as likely. Also, if they aren't old enough, it isn't going to happen, either.

Try this:

Put on a Barry White CD, light some candles, and have a bottle of wine on hand. If that doesn't work, they're probably dead and you just don't know it.

raise the temp a few degrees, do a large water change and increase the variety of foods you give them.

Generally you need to get them in the mood. Seriously see betta talk link. Note that some male bettas won't breed with some females. Count yourself luckly some females will actually attempt attempt to kill your male.
