i would like a filter that produces a low current but provides good water circulation

Use a sponge or corner filter. That way you can adjust the flow to very low. There are some other filters that have adjustable flows but are usually still too powerful for bettas. Usually any type of filter that runs with an air pump that you can adjust is best. And btw, I have several divided betta tanks. The bettas will flare at each other for a few days and then calm down. If they don't you can put plants near the dividers to block their view of each other.

Did you mean divided tank? I'm not going to recommend a filter to you, but I'd ask you to please NOT do that. I know they do it in the pet stores, but honestly, keeping a betta where it can see another betta is VERY stressful for the fish. They do MUCH better as an only fish, or as part of a mixed aquarium.
Bettas usually prefer calmer water. Most of the filters I see make really big currents. You can try a super smaller filter for less currents.

As for the divider, I use two of them. One clear so that my bettas can flare at various points in the day. The other one is black, that I put in sometimes so that they can't see each other, so they won't flare!

I use Aquaclears. They have an adjustable flow rate and even putting double rated filters on my tanks (AC20 on my 5 and 10 gallons, AC70 on my 35 gallon) the low setting works for my bettas. If you put the intake tube on one side of the divider and the outflow on the other side, it keeps water circulating through the divider pretty well.

Speaking of which, divided tanks are fine for bettas. Most of the time, they realize pretty quickly that the other betta never comes into their territory, isn't a threat, and ignore them. If it concerns you, put plants against the divider to break line of sight, but that will affect your circulation a little.

I've thought of trying a sponge filter for each section of the tank, too.
