Here's the deal, the reason that the fish was active after you added Decaf Coke to its water was the sugar in the beverage. There is no sugar in coffee unless you add it. Anyway, giving an animal chemicals is not only inhumane, but unhealthy for the pet. If your fish is inactive try perhaps getting a bigger tank for it to explore, acquiring shiny new fish-safe toys to put in with it and make sure that its water is at the optimum temperature and that it is not starving. Also, you didn't specify, but if the fish is getting up there in age, that also might be a factor in its lethargy.
