no it may not be dead. is it moving at all? lying at the bottom can be a symptom of either swimbladder disease or flukes (but flukes is actually when there's microscopic worms sucking on your fish. probably not that) if it's not a disease, your fish could be dead or just super old.

If it's gills aren't moving and it's mouth is wide open, it's safe to say it is dead.
Sorry, but I think it is dead. The same thing happend to my fish a few weeks ago.
Just because it's at the bottom, does NOT means it's dead. Is it moving at all? Are the gills moving?
What kind of fish is it?
Do you see anything wrong externally?
e.g. redness, white spots, white areas, etc?
Are the fins clamped close to the body?
It would also help if you could answer the following questions:
Water Test Readings: Ammonia/NitrIte/NitrAte pH/KH/GH
-Water Temperature:
-Tank size and Filtration:
-Tank Inhabitants (How many, how big?):
-How long the tank has been set up:
-Routine Water Changes:
-What you feed them, how much, & how often:

-Water conditioner used:
-New fish or plants added to the tank? What type and when? Were they quarantined?:
