A dead fish will sink to the bottom , some fish prefer the bottom check to see if the gills are going in and out , what type of fish is it ? some fish live on the bottom constantly ,but since you are asking I assume this is not the case .

Im afraid it either has a couple days to live or its up in that big tank in the sky. lol. If its fins are moving its still alive but unless its a bottom-dweler its moving on. My algea eater just died yesterday and it shown no signs until it was too late. I would give the poor guy a proper burial. in the septic tank.

yes it could be dead, fish do not always have to float to be dead.
