I have two penn plax betta bowfront tanks one a double tank and the other a regular single betta tank.

Yes, you can as long as you have a small filter on it to remove the floating algae. I only use the magnetic kind. But if you already have one, just call a fish store to make sure it's safe for the glass.

Yea should be no problem so long as it is not plastic. I use these kitchen sponges with the scraper surface on one side.
I would take and transfer the contents to a container-clean out the tank tih vingar and water,, rinse well and add the contents back to the tank and then MOVE THE TANKS TO A SHADIER AREA that is your problem!
