First separate the two fish. Second give it time it may live or it may not.

His fins will regrow but there is the chance that they will become infected with fungus. Aquarium salt is an excellent product to use to help stop infection. if fungus has started there are specific fungus medications for betta's (made by aquarium pharmaceuticals).
Keep the water very clean to avoid infection. Don't feed him for a few days (,more fish poop = more water pollutants). Consider adding freshwater aquariums salt (one level teaspoon for every gallon of tank water). It will help to prevent infection and speed healing. Most, if not all of the fins will grow back in time providing that the damage was not that severe.
