You have really bad water quality problems. Change half of his water now, and again in two days. Don't try to feed him again until he looks fully recovered. The food and fish waste will only pollute the water more. Buy some freshwater salt, add it (one teaspoon/gallon) to a large bottle of spring water and use that for your water changes. The salt will help him to breath easier and produce more slime which will protect him from ammonia burns and parasites.

It could be dirty water, do a water change and make sure to use a dechlorinater. What's the temp of the water? It could be too cold for him too.

Alway's look to water quality first. Test PH,ammonia,nitrite and nitrates. Check the temp and make sure its warm enough for him. Is there anything electrical like a heater involved? If the heater is going bad, they can zap a fish, but you would also get a tingle if you touch the water.

I would post up a thread in a sick fish forum that handles tropicals also to determine what can be done and/or is needed.
