You will need some sort of medicine to cure the tail rot. I believe that Maracyn Two is effective against the disease (it might be the original Maracyn though, check the packaging). The medicine will only be effective in water that is moving, so if your betta is in a container with no filter, get a small airstone and pump while you are treating him. Since you are unable to get to the store at this moment, change his water now and go to the store as soon as you can.
What is important, however, is figuring out what caused the disease and how to prevent it again. Tail rot is often brought on by improper care, usually because the water is not changed enough or the fish is being kept in too small of a container. Bettas need to be kept in a container that holds AT LEAST one gallon of water, and five gallons is recommended. In containers under five gallons, 100% water changes MUST be performed once a week to get rid of the toxins (ammonia, nitrite, nitrate) that build up quickly in such small containers (note: it is possible to bend these rules with the use of live plants, but this is only recommended for advanced aquarists and I will not go into detail here).
DO NOT PUT REGULAR SALT IN THE TANK! It will very likely kill your betta. Get him Melafix when you have the ability to. As long as he doesn't go more than a couple of days, you'll be fine.
