Swim Bladder/Bloat/Dropsy; all the same thing, all can be fatal. Typically caused by high levels of ammonia in their water (causing them not to "breathe") so they fish will reach to the surface to gasp air as a last resort, in turn causing the swelling.
Furan 2 by Aquarium Pharmaceuticals (They also make "Melafix") is the best medication for the problem. For any medicating, follow the directions explicably.
However, I would up the water change to 25% (nothing more then 40%, though.) before medicating. Many illnesses are due to extreme levels of ammonia in a fish's water; water changes help combat the inevitable ammonia development.

they have some kind of disease that fish get, common terms is something like "big belly" disease. The pH in the tank could be wacked or some other chemical balance could be wrong. If you don't do something soon, she will probably die.

She probably has bloat which is a bacterial infection. Get some medicine from the local pet store like maracin or something for bacterial infection. At leat get some Melafix which is homeopathic and wont interfere with any meds you give after treating her with it. Take out your carbon, do a partial water change, if you have a hospital tank that would be better then treating the whole tank. I don't know if this is exactly what's wrong without a water test and looking at her, but I have had a lot of experience with helping people treat sick fish. I think this will help.
