I know this sounds funny but your fish has ick. It is a real thing. Actually it's a parasite, not dusty mold. you need to go to the store as soon as possible and get ick medicine as soon as possible. Change water first and clean the tank, treat by the directions indicated on the bottle, then change water and clean again.

It may be too late,but you could ask your local pet store about some treatments,such as salting the water or using a fungicide to kill the mold.

Shine a bright light on your fish and see if the "dust" is a golden color (whithout the light it will probably look white or gray). This would be a parasite called velvet. You can treat this with the same medications you would use for ich, preferable something that contains both malachite green and formalin. You can also do a salt bath to cause most of the parasites to drop off the fish.

The parasite has a photosynthetic pigment which gives it the golden color, so it's important that any lights over the fish (tank lights) be turned off during the treatment. It also helps if you have a heater to turn up the temperature to around 27-30oC (80-85oF) to speed up the life cycle. This will take about 2 weeks at least to treat, and continue for about 5 days after you no linger see spots on the fish.

Sounds like Ick . You can get a treatment from fish store .

I would isolate that fish for that tank and try to heal him/her.

unless you already have. If you have other fish with her in the tank you will need treatment for the tank. Follow the Directions on package. Isolate just in case it is another illness .
