You have to prime the pumps with water.
That simply means to fill the pumps with water and then plug it in and turn it on so it has water to pump.
you might need to prime it.
If it's a 'waterfall' type filter, try filling it with water, it worked with my little brothers one.
Some you have to prime by pouring some of the tank water into the filter. Otherwise, make sure the intake tube is firmly pushed in so it'll suck water.
Assuming everything is in working order, it sounds like it needs primed. On most filters this just means taking the top panel off (where the actual filter media is) dipping some tank water in a cup and pouring in the well of the filter (this would be the area where the water gets sucked into, but before it's dumped back into the tank). You need to pour water into the filter to prime it until it starts sucking up the tank water. Fill it right up to the top. Once it is primed, it should start in about a minute or two.
If it doesn't, the impellor may be burned out and need to be replaced. If it is new, the pet store where you bought it should replace it free. If it is used, they cost about $6-8 depending on the size.
A lot of filters are not self priming. You have to add water to the reservoir for most of the hang on back filters to begin working. With canister filters you have to prime it the first time then it usually self primes after that.
