The whiteness is a sign of bacterial infections to the goldfish which may possibly be caused by the quality of the water it lives in. However, sometimes you may get one that just have a weaker immune than the others since I have kept goldfishes and some can survive the nasties and others can't.

If you have any medication drops on hand I would clean out the water and put some in. You may also want to quarantine this goldfish from others if you keep more than one to stop others from getting sick too. You can put the sick fish into a smaller tank or bowl and put medication drops into it to hopefully get it out of its rut. I kept a red-cap which was half afloat with bulging eyes and it survived after I use the drops. Go to you pet store and ask for the medication if you don't have it.

There is a fish disease called "Bloat" - sounds like what your fishy has. You can go to the pet store and buy special food that contains a medication that may help, but if he's already floating, it may be too late..

I would make sure its fish tank is chlorinated and filtered properly.it sounds like it may be getting rot on its fins and have trouble breathing.

Yup I think he is dieing. Pet store gold fish often are not healthy to begen with.

They also produce a lot of bio mass (poo) for there size so you really have to keep up on 20% water changes every week.

Don't feel to bad and keep trying. It might not even be anyhting you did. My tap water comes out at a very hi PH making it hard to keep fish.
