It's a parasite, Oscars are prone to them. Go to the pet shop and buy some meds for the tank. Should clear it up for you for now. it's an ongoing battle with them.

Is the white string moving, if so than it has a worm. I f not than it is waste. If it is a worm, you have to give a de-wormer, try to buy it from your petstore.

I have an Oscar too and I would say poop. Watch for it to drop off, if it does not drop then call a pet store maybe where you got the fish from and ask them what it could be.
I will suggest that you be very careful about feeding the Oscar feeder fish. I had an Oscar a few years ago and I gave him and an Allagator Gar fish and the fish were contaminated with something they killed both my fish.
My current Oscar, I have had him for a couple of years now and he is huge and pretty. I only feed him Oscar pellets and he is doing just fine.
