It could any of the chemicals being high salt, ammonia, nitrate,or could be pH is low. Is you your tank hot enough?How big is your tank and how many fish and what types are in with it all these could be a factor since regal tangs are very docile. It could be many different things that are causing your tang to loose its color. These include but are not exclusive to, what you are feeding him, your tank water parameters, your salinity level, the size of your tank, what other inhabitants you have with him, wide temperature swings etc.

I would first start with checking your salinity and water quality and temp variance. If all of that checks out, then what are you feeding them. Tangs needs LOTS of vegi and you should dose them with Selcon (this is a vitamin for fish). Tangs need lots of vegis like Sallys Seaweed in order to maintain a healthy body.
