Means that the water has too many pollutants and the fish cannot absorb the oxygen in the water because they are clogging up their gills. Change 25% of the water today, don't feed them for two days (will only pollute the water more). On day three, change another 25% of the water, and feed them every other day. After a week, change 25% of the water and start feeding them daily, but feed them less then what you used to. Make sure the new water is the same temperature as the tank so you don't cause the fish any additional stress.

do you have an air stone and oxygen giving plants also remeber the biger the tank the more surfice oxygen you will have if the fish are tropical is your heater at the right temp
