I have a 55w bright kit on my 29gal tank, and when I leave to work I put on top another 20w lamp.

That's 75w for 25g (29 less gravel and decor): 3w per gallon.

With that much light, how long will photosynthesis take?

What kind of plants do you have in the tank? Or, are you just going to grow algae? Too much light will cause you lots of problems with algae.

Photosynthesis goes on all the time if the plants are healthy. Some are very happy in low light too (Java moss, Java fern, najas grass). Of course you need some fish in the tank to supply the initial waste that will decay for the plants to photosynthesize it.

My plants do very well with flourescent shop lites hanging about 8-10 inches above the tanks. I remove one bulb and only light with the one remaining bulb.

What are you trying to do? Provide light for plants? The requirement for plants vary from plant to plant. Honest this sounds like a bit much. It's likely to result in the uncontrolled growth of algae.
