Fishes cannot cry but they do have emotions. They do get happy when your home and they do get sad when you don't see you for long periods of time. If they get sick they mopp at the bottom of the tank and when they do something good (they get very happy and very proud of themselves. But this usally happens when you're very close to your fish. Thus, a fish cannot cry ^.^.

draw a water line around the tank and if it rises above this level you will know the fish has been crying.

Unfortunately this doesnt give you an exact time of the crying unless you put a water sensor just above the water so it sounds an alarm should the water rise and touch it!
