Do all Kois both male and female have the whiskers?..How do you tell If they are male or female?.What is the difference between Japenese Koi or domestic Koi?

Yes, both males and females have the whiskers. When seen from above, the males are thinner than the females. When seen from the side, I believe the males have the small white tubercules on the gill covers. These differences are all in mature fish.
Japan is where koi originated. Any koi in the world is a direct descendent of the original Japanese koi. Domestic koi are just koi that have been spawned in this country.

sexing koi, while looking down upon their backs you should be able to notice that the males are slim and the females have more girth to them, females only have one ovary and its on the right side so you should see a bulge, in my experience, the males are just about always prettier (brighter & more colorful) than the females
