They are actually more active than most sites suggest. Mine are out and about at all hours of the day, eating and pooping (they poop nonstop, it seems).
EDIT: Ok, now you have me a bit stumped. All the sites I'm reading on google don't really give a suggestion as to how to get rid of it, other than using a razor blade (or other similar metal blade) to scrape it off. I've never had algae like this, so I can't give you any first-hand advice.

If you can relocate your tank(s), I would suggest it. Otherwise try cutting back on the amount of artificial light, or get a plecostamus.
Take all your fish out of the tank including the plants then take a closer look a the algae. Clean the tank throughly then put your fish back in with clean water. Maybe you should the place where the tank is sitting. Maybe that will help.
Algae is caused by a mixture of too much light and nutrients in the water. Pixie Girl's suggestion shoud work - less phosphates means less food for the algae. Less light would also reduce algae. Another way to reduce algae would be to buy some more plants.
