I find it very hard to believe that racer's fish are "thriving" when the temperature varies from 69 to 76 because of the light on the tank. Neons are delicate little fish that do not tolerate temp changes over weeks, let alone daily. Come on!

Bettas are tropical fish and come from S.E. Asia. They need temps of 78-82 to thrive. It will exist at lower temps, but will die an early death due to it's immune system being compromised by the constant fluctuations of the temp. Zebra danios are hardy, but are also tropical fish not coldwater fish.

Goldfish are coldwater fish. White clouds are cold water fish. Paradise fish do well in cooler water too (but they can be mean). The males also fight like the male bettas do.

I'd go for white clouds and danios. They are very hardy. But the catch is some say these two aren't compatible as zebras tend to be more aggressive. But most websites contradict this fact. Corydoras also prefer cool water. You might wanna check the website below

Members of the goldfish family will do nicely without a heater as long as the room is compfortable. Oh and your "1 inch of fish per gallon of water" rule, will get you into trouble. A goldfish deficates (poops) about 5 times more than a tropical of the same size. If your using a bowl or small tank----keep it to a minimum.
