Fish (including eels) brains are located in their heads.
Eel bodies will wriggle around even after their tails are cut off. This is because their spinal cord and nerves can co-ordinate movement independently of the brain using what's known as 'spinal reflexes'. (It also doesnt mean they are alive!)
