Water that has been filterd lacks essential electrolites and minerals which all fish need. And the fish, filters and ay live plants all need calcium and magnesium.
The ROT for Fancy goldies is 10 gls each, 15-20 gls each for single tail species which grow much larger then fancy's. Filtration needs to be 10x, IE: 20 gl x 10= 200 gph
Prime is the best dechlor and ammonia binder out.
the bigger the tank the bigger the fish but i say Uuse well water we put are goldfish in a tank of well water when they could fit in the palm of my hand and 3 months later they were the size of my entire hand!!IM NOT KIDDING!
Goldfish release a hormone that if not taken out with regular water changes will stunt their growth. So it doesn't really matter what kind of water it is as long as the water is safe and wont kill them. I use tap water though and use Prime to take the chlorine and other bad stuff out.
