Depends on what type of fish they are,maybe they are bottom dwellers if not they might be short of oxygen!

It could be one of two things, it could be that due to the lack of necessary pressure near the top of the water the only way for them not to explode is that they must stay as close to the bottom as possible.
Or.
It could be that you have really old lazy fish and they can't be botherd moving ! lol
It depends on the type of fish. Some are like that. Some are bottom feeders. Some do that when they are not in good shape.
Have you checked the time lately? They are sleeping and sleepswimmers
Unless they are bottom feeders, it sounds as if they are about to pop their clogs. Test the water immediately. If the results are bad, take remedial action. Also ensure the water is sufficiently aeriated and the temperture is correct.

if your pump is working properly then it sounds like they are heading for the toilet
Might be a problem with their swim bladders.
one of my fish did that and died days later. my little boy was gutted. sorry for the disappiontment if this does happen. please send them to fishy heaven.

most fish go to the bottom of the tank to rest/sleep
