usually the fish will die eventually when it cant get to food,
However i saw a program on animal planet where a lady in america attached a cork to the back of the goldfish using cotton and it worked!
It may have a swim bladder problem.
Try putting some liquid fish tonic in the water, it might help the fish to get better.
my fish does the same thing! and the overall opinon is that its pretty cool !

He's probably dead.. Put him in the toilet, flush, and then he'll swim in circles.
its got a problem with its swim bladder (the bit that helps with floating etc) as far as i know there isnt much you can do for the problem. Ive known a fish go on for months with the condition but in the end he will start floating to the top of the tank, belly up and he will die.
