at a guess i would say it was poorly ring the vet and get some advice
its not dying its already dead ha ha ha !
could be dying or sick change the water frequently

its probably dead.
If its just a little plastic bowl its in, change the water.
It may not have enough oxygen, and thus may be staying still and not going crazy to conserve the oxygen that is left.
You should really be changing the water every 2-3 days.
dying.change its water, add dechlor to the water and make sure the water is the same temp. If it doesn't perk up, sounds like a gonner to me.

Maybe he has a little injured fin - put in a cast & sling and kiss it and make it better. If he's just cold knit him a little sweater and socks.
