So tech he is wrong, chlorine and Chloranine both is a death sentence. Get a drop test kit for ammonia,nitrite,nitrate and Ph and test and do weekly Water changes. You have alot to learn, welcome to the hobby! Deffinetly find out about the cycle as this can be a worrisome trial to get through!
Well - first - your Father is correct. If you filled your tank without putting some sort of water conditioner in there to remove Chlorine, then most likely this is what killed your fish.
Moreover - even after you get yourself some Dechlorinator - I would recommend doing what is called a "Fishless Cycle" to establish the necessary bacteria for the fish to live in for good health (as opposed to buying some cheap feeders. It's both quicker, and just less messy, and you don't have to destroy some poor feeder fish to achieve this).

Chlorine is bad for your fish but it evaporates rather quickly. Just let the water stand out overnight before adding it to your tank.
The main problem is that new tanks require time to grow beneficial bacteria the turns fish waste (ammonia) into nitrites, other bacteria convert the nitrite into less harmful nitrates which you keep form reaching toxic levels by changing 20% of the water every week. When a tank first starts up, there are spikes in ammonia, nitrites and nitrates that poison the fish. For the first week, you need to drastically reduce what you feed to the fish so they don't add too much waste to the tank and change the 20% of the water every 3 days. This give the beneficial bacteria a chance to grow.
