If you have added bacteria to your tank to start it cycling, you need to add fish--the tank will not cycle without them because you don't have anything adding ammonia to the tank and the bacteria will eventually die.
is it in the sun light at all?that causes tanks to cloud up so get it out of the suns way.
the tank is cycling, this is natural. just give it a few days to clear up on its own before adding fish.
dont any more chemicals or supplements to the water because this will cause the cycle to crash, and restart, cause the water to stay cloudy longer.

Did your filter have an activated charcoal filter ?
If so did you rinse it thoroughly before use ?
