Plus gouramis will peck and rip on your betta's long fins leaving them in shreds.

Put your betta in another tank, (not a bowl!) preferably with ample space where he can flare his fins now and then and swim around freely.

I Think he's doing what Males do best ;most tropicals are domineering;like homosappian;they fight for their territory .Get a pet book;library book ,ask pet store;overpopulate your aquarium[keeping air & cleanliness a priority so no one has a spacefull territory;fish will attack if they feel threatened;heart is on same side as humans] [why some seem to die for no reason & stress also kills]

depending on tank size and quanity of fish he may be over crowded, bettas are territorial, give it a cave or tube it can call his own in it's own little corner and it will stay and defend it and leave every other fish alone their not going to terrorize your other fish this way.

The behavior of the Betta will not change, but it doesn't mean that it is a problem. Betta's are community fish like gouramis, they just cannot live with each other in small tanks.

They will not settle. I think it is half the fun, watching them flare up. It is a good show. However, he might kill your other fish. So, he may get worse.
