Yes, it sounds very much like ick. The best stuff to use that has been out in the market for many many years is called Rid Ick. It does turn your water a blue/green color so you need to remove any decorations that you don't want stained. You can get Rid Ick almost at any store that sells pet supplies, even Walmart. You need to do this quick though or you will loose him if he is already on the bottom of the tank. For a small bottle it shouldn't be anymore than $5
sounds like white spot. there are lots of medicin for fish. your locla fish shop should stock them and they should be able to tell you exactly which one you need.
