I think there isn't enough oxygen in the tank cuz I read that's what happens if the fish are always near the surface of the water.
Is there any way I can do it w/o changing the filter or tank?
Answers:Just get a bubble stone or bubble curtain for your local petstore. Unless you have a HUGE tank (30+gal) then you should look into aerator systems. But if you can I'd try the bubble stone, it's less expensive.
get an "aerator" available in petshops and it serves the purpose of supplying air and circulating it within the tank
To get more oxygen from the air to dissolve in water, you can either use an air pump to pump air bubbles into the water or use power head to create agitate at the water surface. The agitation of the water also help get the dissolved carbon dioxide out of the water.
buy an aerator. u can even get those that are the cute things like a treasure chest opening and closing or scuba divers, or all kinds of neat looking things.

give the tank frequent mouth to mouth resuscitation
put 2 air pumps
