because they don't actually produce the eggs, the female does. The only thing "female" about them is that after fertilization they carry the eggs to term. They even have "contractions" when the babies hatch, hence "giving birth"

female seahorses lay eggs at bottom of (where-ever) they are (unfertilized) and the male swallow them and fertilize them , then he gets pregnant, when it is time the male spits them (literally) back out of his mouth.

The female seahorse expels her eggs into the male's pouch and the male has sperm inside his pouch (thats why he is male!) and then after gestation he contracts his tummy expelling the hatchlings
