Answers:

Plants will not make enough oxygen as is required for most fish. There are small airpumps sold in most petstores that are perfect for that, though. Depending on the size of your tank, what's in it, and what you're using for filtration, you may not need the extra aeration. Higher temperature water holds less oxygen, so you need to have more aeration. If a tank has alot of surface area (long/wide tank) then it will need less aeration. HOB filters, the standard filter that just sits on the back of the tank, also help aerate the water when the return water agitates the surface. If there is no filter, the water will get nasty fast, especially with a goldfish.

Plants usually won't supply enough oxygen, if that's what you're using them for, but you can pick up aquarium plants at most pet stores with a decent amount of fish. PetCO and WalMart both have plants near me. If there is standard/low light going to the tank, ask for Java Fern. It's a very hardy plant that does fine in low light conditions.
