No. Male guppies will grow to about 1.5" long standard length, are active, and can be aggressive towards one another. Putting four in a two-gallon tank is not a good idea.

If the tank is heavily planted with live plants, you might be able to put one or two male guppies in there, but not four. You could also put some shrimp, some Heterandria formosa, or a few Pygmy Gouramis.

I'm assuming that because your tank is not planted, however, because you did not mention it was. In this case, pretty much the only thing you can keep in there is a male betta. I wouldn't even put two female bettas in there.
