your fish can get better if you use the right medicine. i recommend visiting a local aquarium where you know someone knows a lot about fish. you can describe the condition in detail and they can help you out. you may need to change your water quality and use some meds. betas are super hardy.mine have been sick like this before and have pulled through.in the meantime try feeding him some dried bloodworms, smaller food pellets and keep him at 80 degrees if you can. just make sure he's not cold.

My betas have always done the same thing. I think it's because in the pet store they have them all next to each so their fins go up in fighting mode. When they are home there is no reason for them to display. Hope he is OK.
there is a varity of diseases that your beta can get ( i know from experience) Do a quick search on beta fish and diseases. There is a medicine that you can buy in the fish department of petsmart for about 8 dollars that you add to the water once a day that will make it better. My beta stayed sick for a while but they are tough fish and with proper meds they get better. Mine didnt die until a year later when i didnt rinse the bowl out well enough after washing it and thought the bubbles were from the tablets i put in it to get the ph right. I felt so stupid after doing all i do to nurse him back to health.
I think ur fish is either sick or old. Remember to never keep fish in a round bowl! fish movements cause vibrations in the water that are reflected onto the fish by the bent glass. Consequently, the fish is continually receiving its own echo through its lateral line organ. This causes permanent stress and the disease resistance of the fish weakens. rather invest in a small fish tank.
i have a beta also looks like he has a desease and needs treatment for his fins. There is a medicine that you can get called stress coat it really works good thats what i gave to mine and it had almost a year now and very happy. Try to change his food mine don'tlike the blood worms try something else ask someone at the pet store they will tell you what is better for the fish
