I would recommend using vodka. It looks just like water but your fish will be the only one who knows the difference.unless someone decides to get really close with their nose and stick their finger in and taste it.

how can you tell if he's hydrophobic? what kind of water did you put him in? did you put it in plain tap water? the chlorine is really hard on fish and will often kill them. on the other hand, if you have hard water its the same thing. have you tried buying distilled water or something with no chemicals in it? fish were made for water and anything else is unsuitable. if you do use water, keep the ph and ammonia levels in good shape.

Sounds to me that you are using water directly from your tap, and not conditioning it. You're lucky that you Goldfish hasn't died yet. Tap water is loaded with Chlorine (if it has not been run through a purifier that removes hard elements and Chloramine elements).
