Have you a goldfish (that doesn't get fleas) or a kitten that you call goldfish? Kittens should not have collars they can strangle themselves with them. Use something like spot on from the vet.

She may not have fleas, but she may have ick or another parasitic fish disease. Treat your tank with an antifungal remedy and an anti-ick medicine. "Scratching" off of rocks and other tank ornaments is a clear sign that your fish is sick. She has something much more serious than fleas!

she probably has a parasite infestation, there are several

like anchor worms and argulus, get a parasite preventative

and treat your tank

also add aquarium salt to your tank (1 tbsp to 10 gal)
