More than likely it hads Ich or another infection. Desite what it may be go to your local pet srore or walmart and get melafix. Do regular water changes, raise the temperature of the tank to 80-82 and use the Melafix as directed and do a couple more water changes of 20% and everything should be fine.
it's proably like my cousins fish it had the same thing so they said it was a tumor so they just flushed it down the toilet alive! Sound's mean huh!! I know.

Sounds like it's a type of fungus. It needs to be treated, better yet the whole tank.
It's hard to tell without a picture. It is likely a fungal infection. A simple treatment is hypersalinity (adding salt to the tank). A good level is 5 parts per thousand for a freshwater tank. This usually is close to a half teaspoon per gallon of water.
