Do a water test and see what your levels of nitrogen and ammonia are.
The puffer may be going through pH shock. It might prove useful to see what the water chemistry of the previous tank he was in. Fish do not adjust well to drastic changes in pH and you may not see the after effects until it is too day.
If you are interested in getting him better I would suggest doing partial water changes and adding aquarium salt into the tank.
CONCERNING SALT: The poster above me mentioned puffers require "lots of salt" and this isn't true for this species. The Figure 8 puffer is a brackish species of puffer which can tolerate freshwater for some time. The figure 8 does better in water that containts some level of sea salt.not lots nor marine conditions.
And yes, there are many species of purely freshwater puffer too.
Puffers need a lot of salt in their water, do you have salt in the water? Have you done any research on puffers at all.
BTW, they are meat eaters, what are you feeding him?
You have provided no information at all about the tank size, pH, salt, temps, what you feed him, what kind of filtration or anything else.
Are there other fish in the tank with him?
To help you, we need all the info you have.
I had some fig. 8 puff and THEY DO NEED A LOT OF SALT as they older they really should be in a all salt water tank and they have a beak and if they don't eat something hard like krill their beak get to big and can't eat at all

What are the rest of your water parameters like? (i.e. Ammonia, Nitrites, pH).
Also - are you sure that your tank is fully cycled?
Use marine salt for your tank as it contains more minerals. Try increasing your water changes to make sure that your tank isn't stressing him.
