Male bettas are naturally very aggressive, and will even attack females if their living space is too small.
As far as the females - yes, they can be kept together if they are given enough space. This means they CANNOT be kept together if they are in a goldfish bowl or anything smaller than five gallons.
It would be best to keep them separate now, though, especially since one of them is in such a bad condition. The healthier fish could stress her out, causing death.
It sounds like it may be too late for one of your females - please always research pets before buying them and putting them in unsuitable environments.
Males should never be with other males and should only be with females for a very short time when they are breeding. Since you only have 2 females I wouldn't put them together, one will always pick on the other especially in a small tank. Females can be together though, most people that keep them have no less then 5 and in nothing smaller then a 10 gallon tank with lots of plants and other hiding spots
