Goldfish are heavy bodied fish that produce a lot of waste. They are not suited to a bowl because there is no areation. They are at the top because they are trying to get oxygen. Please transfer them to a tank with a filter and circulation.

There is chlorine in tapwater, best is to have a bucket with tapwater, hang a bubblingstone inside and refresh a quarter of your bowl daily.

I can tell you from experience that its because goldfish are very dirty fish and they need lots of oxygen to stay alive. Try putting them in a bigger tank with a good filter and some oxygen. Hopefully you wont lose them all like I did.

The bowl is murky because of a bacterial bloom. Goldfish produce A LOT of waste, and can not be kept in a bowl. Goldfish produce more ammonia than usual when they are stressed out (such as after you clean the bowl), and the ammonia is what feeds the bacteria.

Thus, because there is an exceptionally high level of ammonia in the water right now (any other fish would probably die immediately if exposed to that amount of ammonia), there is lots of bacteria in there eating the ammonia which is making the water cloudy. Another species of bacteria will then eat the nitrites, also highly toxic, produced by the ammonia-eating bacteria and convert the nitrites into nitrates. Nitrates need to be removed manually.
