Well this question really depends on the type of horse trailer you have. It is usually harder to teach a horse to go on a step-up than a ramp. Either way, most horses are naturally scared or skeptical to enter a trailer for the first time.

The biggest thing is to make the trailer as bright as possible. Open every window and door it has so it doesn't look so dark and gloomy. Horses are prey animals and naturally don't want to go into a dark and enclosed space. They don't know that you are going to get them back out of the trailer and that it's not going to hurt them. For all your horse knows, you are going to lock him in there forever.

It is now time for you to remember the famous saying, "Nose, neck, maybe feet." I have learned from experience that this tactic rarely ever fails. Take your horse up to the trailer and encourage him to sniff it. Once he has sniffed it, turn and walk away and go do something else with him. Then take him back again and ask him to sniff the trailer yet again. If you keep doing this, he will start to realize that all you want him to do is sniff the trailer and not go in it. He will also notice that every time he sniffs it, it doesn't hurt him. I recently used this technique with my yearling filly and after two sniffs she walked into the trailer BY HERSELF!! Take all the time that your horse needs. Eventually, you will notice that your horse is putting his neck in the trailer a little further, to sniff the interior.
