Depends on the circumstances. Maybe he's bored silly. Maybe he hates the discipline you love. Horses are a lot like people in that they have preferences, and things they are better at. It's like having a child; you can only have them colour a picture for so long before they get bored and want to do something else. Above all, the horse must be happy. Forcing him to do something will not bring out the best. Work *with* your horse, not *on* your horse. It's a partnership, and your horse needs to feel that. If he's doing all the work, it's not going to make him want to do his job.
