I don't think so. I think you need to own your own property, and I think usually someone comes out to inspect it.
Yes you are allowed but it takes alot of time and patience to train a Mustang. Not really sure about the 2nd half of the post.
Where I board at, they have mustang pens that are in regulation with what they require.
