I know exactly what you mean. He will be fine on the flat but when he sees those jumps he get's excited. To practise a "collected canter" work even more on the flat. Then bring one jump into the arena and just work where he can see it and canter around it. When your read to jump, just approach the fense. If he does rush it, do several circles. If he does it really bad yank his head around and make him turn, and give him a smack. It sounds harsh but rushing the fenses is something that needs to be nipped in the butt EARLY in training, or it will be harder to train him off of it.

well um when your jumping you often focus alot on lining up for your jump so its possible your squeezing the horses sides to make sure you dont lose blance or fall off. this would mean that he is being told to go faster and thats easily fixed. also try using voice commands instead of just reins
Add in a lot of half halts. Before and after the jump (meaning about 3-4 strides later) halt. Also in between lines of 2 or more fences, go to the fence but just cicle right in front of the jump. Also if they are very very fast, after the jump pull back hard and make them go into the fence. They wont run into but it will MAKE them stop. Then make them stand there for a minute or 2. If you can halt in between fences! This should help lots! Good luck! And be prepared for blister on your hands! lol
What it sounds like is that you need to accomplish training your horse at a "collected canter". This basically means that your horse needs to shorten his strides and keep the majority of his weight in his hindquarters instead of in the fore.
