Answers:Left gives way ro right
The left rider gives way to the right rider.
Anyone on the rail has the right away, but if you are not and someone is coming towards you, they say 'inside' or 'outside' and you stay where you are. Pretty much if you are taking a lesson, you have the right away. If you are walking and see someone cantering your way, you get out of the way. Also if a very beginner rider is in the ring, look out for them even if you may be cantering and they are trotting.
Left always gives way to right
I was always taught left to left. A lot of times, though, I've noticed that the horse with the faster gait takes the rail. If someone is jumping, that horse always has the inside.

Left gives way to right, but you can't count on everyone observing that rule. Always do it yourself, but be aware of all other horses in the ring for safety's sake. Always call "Heads Up" when you jump. If you're passing someone from behind, call "Inside" or "Outside" (depending on whether you're passing them to the inside or outside).
Slower riders on the rail unless otherwise told to be inside.
