Always pass left shoulder to left shoulder
Beginners ALWAYS have right of way - like pedestrians on the street.
Jumpers get inside track, others stay on the rail while inside track is jumping.
everywhere, people should pass left-side to left-side, but don't count on everyone obeying that! and i always let the inexperienced riders or horses go wherever they want, just make it clear where you're going to avoid collisions. also, i move to the inside of the arena whenever i'm going at a faster pace. just make sure it's clear where you intend to go, and you'll be fine.
Pass left hand to left hand when meeting another rider coming in the opposite direction unless he/she is in counter canter in which case you should give way by circling. (from the British dressage rule book)

I was always taught to pass left hand to left hand. If one person is walking they should then use an inner track.
You should pass left shoulder to left shoulder if going in opposite directions. The "best rider" doesn't have any authority over anyone else. People riding at a slower gait should work on and inner track.
