Is it true that standing wraps get tighter if they get wet on the horse? i have heard that but i m not sure i believe it.

Answers:

They can get tighter, (they swell when wet) and can start to twist, become uneven in pressure, and cause bowed tendons, etc.

If you don't believe it, think about how your jeans feel when they get wet. Cotton fibers swell when wet, and tighten up, becoming very uncomfortable.

It's true.
They can depending on what types of materials are being used. But it is usually not enough to cause damage to the horse. I have seen more damage done by people wrapping too loosely resulting in the wrap slipping and becoming tighter. If you have the chance, ask your vet to demonstrate or check how you do it the next time they are out. They usually have to apply wraps everyday so they are really good at it.
They will swell do to the intake of water but they also become heavier due to the water and would have probably the have a greater chance of slipping and twisting which in itself could cause bigger problems than just being tighter. If there is a chance that the standing bandage will become soaking wet while on it is safer not to apply it in the 1st place. At the track after a horse raced or breezed we used to apply cold water bandages which consisted of a quilted leg pad soaked in ice water , wrapped around the leg and held in place by a colored wrap which was made of a cotton-like material which also held water. As the horse cooled out we would periodically add ice water to the bandage with a cup to keep it wet and cold. There was NEVER a problem with this bandage becoming to tight or slipping however they were removed once the horse was cooled out after about 45 minutes to and hour. Hope this give you the info you seek
