is he itching? is he not itching? Many forms of skin conditions in horses and ponies are itchy and flaky conditions where they are itching to the point that they are losing hair.
Biting Gnats
Onchocerca
Horn Fly
Pediculosis
Mange
but there are other reasons for hair loss that are not caused by itching or things that cause itching.
Alopecia
Ringworm
Skin Scald
Seasonal Alopecia
Sarcoids
Selenium Toxicity
With so many skin problems in horses, the best form of diagnosis for any of the many would be to have your veterinarian biopsy the skin. (Usually done with a skin scrap that is not painful for the horse. Generally they'll be a little irritated from being scratched... but its like a shot... when its done its out of mind.)
from there they can tell you about simple home remedies, over the counter remedies or prescription antibiotics that may be needed.
If it's just from the fly mask rubbing, leave it off and the hair will eventually grow back. As for it not happening again, perhaps you should reassess the size of the fly mask, as a bad fit can often contribute to this. Best of luck :)
Was your horse wearing the fly mask 24/7? Do you think its a friction rub from having it on fairly snuggly all the time? If so, the answer is to get a different fitting mask, or put it on only at the peek time you'll need it (say in the heat of the day when the flies are the worst and off in early morning, evening and night)
